Top Cheap Stocks To Invest In 2014

America's drivers have finally started to get some real relief at the pump. According to Bloomberg, gas prices fell 6.8% in March, the biggest drop since November. AAA is reporting that the average gas price in the States is $3.56 per gallon, about $0.35 cheaper than this time last year. Unfortunately, the relief may be short-lived. America's crumbling transportation infrastructure is screaming for higher funding, and many states are initiating tax hikes. Today we'll look at the states with the highest tax rates on gasoline, and the strategies that some states are employing to remedy budget shortfalls.

The highest taxes in the land
The federal government taxes gasoline at a rate of $0.184 per gallon, but the total tax burden at the state and local level is often much, much higher than that. California takes first place for the highest state taxes on gasoline. The chart below shows the rest of the top five, but data for every state can be found here.

    From a technical perspective, CMP gapped higher here off its recent low of $64.24 with heavy upside volume. This stock recently gapped down sharply from around $90 to $64.24 with heavy downside volume. That move pushed shares of CMP into extremely oversold territory, since the stock's current relative strength index reading is 25.78. Oversold can always get more oversold, but it's also an area where a stock can experience a powerful bounce higher from. Shares of CMP are now starting to move within range of triggering a near-term breakout trade. That trade will hit if CMP manages to take out its gap down day high of $78.20 and then once it clears its 200-day moving average at $79.14 with high volume.

    Traders should now look for long-biased trades in CMP as long as it's trending above Wednesday's low of $73.07 or $72.50 and then once it sustains a move or close above those breakout levels with volume that's near or above 212,481 shares. If that breakout hits soon, then CMP will set up to re-fill some of its previous gap down zone that started near $90.

    PotashCorp's difficulty sustaining its pricing power is underscored by recent reports from sulfate of potash (SOP) producer Compass Minerals (NYSE: CMP  ) , which charged a hefty premium of almost $300 per ton against Potash Corp's prices for muriate of potash. Efforts to move away from SOP sales seem to be the right choice -- PotashCorp peer Intrepid Potash's�SOP sales fell by 37%, while the average price received has slumped nearly 14% in the last quarter. Even ore miner BHP Billiton�has recently jumped into the fertilizer industry with a $2.6 billion build-out of a potash mine in Canada, which is all but certain to produce further downward pressure on potash prices.

    Alamy Following an onslaught of media coverage and social media mockery, CVS has agreed to stop giving comically long receipts to its ExtraCare Rewards members. In a Facebook post Friday night, CVS (CVS) chief marketing officer Rob Price acknowledged the complaints about its receipts -- which in some cases measure more than 3 feet long for a single item -- and said it would take steps to shorten them. "You asked for ALL the savings and LESS paper," he wrote. "So, we've found a way to reduce the size of the ExtraCare portion of your receipts by 25% while still providing you all the coupons and rewards." He went on to say that the shorter receipts will be rolling out in the next few weeks, and that the "Send to Card" program, which allows you to send select coupon offers directly to your ExtraCare card, will be expanded next year to include all coupons and offers. That means that ExtraCare members can get all the offers, but with a standard-sized receipt. We stumbled across the issue last week, when an AOL employee bought a single item at a local CVS and wound up with a 38-inch receipt. As we would discover, plenty of shoppers had begun grumbling on social media about similarly long receipts, with some musing about alternative uses for the paper. Other media outlets, including FastCompany and the Huffington Post, likewise picked up on the spreading meme. In its post Friday, CVS showed some sense of humor, acknowledging the "very creative uses" people had come up with for their receipts. It's worth noting that the receipts are still going to be pretty long. It's only a 25% reduction, and only in the coupon portion of the receipt; by our math, that's a reduction of between 6 and 10 inches, so you're still looking at receipts that are upwards of 2 feet in length.     Our first example looks at Bank of America (BAC), and represents a quintessential example of an operating meltdown due to the now infamous financial crisis. Bank of America�� stock price fell from a high of over $55 to a low of $2.53, which followed an earnings collapse from $4.65 in calendar year 2006 to a loss by calendar year 2009 (see red highlight at bottom of graph). Therefore, since both earnings and price collapsed, not only was the price drop justified, but the recovery may be years away, if ever. This is why I consider this an ugly price drop.
